2. 襄阳市城市污水治理公司邀请合格的投标人对“土建工程”进行密封投标。（“土建工程”）
3. 有兴趣的合格的投标人可以从中信国际招标有限公司（“采购代理”）位于中国北京市海淀区友谊宾馆苏园17单元4层的办公室中得到更多招标文件的信息。
4. 有兴趣的投标人可提交书面申请并提交不可退还的一笔费用人民币2000元或275欧元来购买一整套的招标文件。
5. “投标人须知”和合同通用条款中的规定是法开署“土建工程采购标准招标文件”中规定。
6. 标书必须在2016年11月30日上午10:00前递交到上述办公室并且附有相当于投标价2%的投标保证金。
7. 在投标人代表在场时在 2016年11月30日上午10:00在中国北京市海淀区友谊宾馆苏园17单元2层会议室开标。
8. 资质标准：
合格的投标人须具备以下资格条件：
（1）在中华人民共和国境内合法注册，具有独立法人资格，企业注册资本金不少于5亿元人民币，且同时具有市政公用工程总承包一级资质、机电安装工程施工总承包一级资质、建筑工程施工总承包一级资质及以上资质；具有效的安全生产许可证；
（2）过去3年（2013年-2015年）每年完成施工额最低1亿欧元；
（3）投标人作为总承包人在过去3年中（2013年-2015年）承担过2个10万吨/ 日或以上污水处理厂项目（指2013年-2015年开工并已完工项目），投标人作为施工总承包单位，施工和安装工程质量验收合格，且附中标通知书、合同、工程质量验收合格证书及业主单位联系人和电话；
（4）同时，投标人作为总承包人在过去3年（2013年-2015年）具有承担外资贷款项目（包括竣工和在建项目）施工经验，附中标通知书、合同及业主单位联系人和电话；
（5）项目负责人资质要求：具备市政公用工程专业一级注册建造师资格，并具有有效的安全考核合格证（B证），注册执业单位为本公司（1年社保缴费证明）且无在建项目（需建设主管部门出具证明）；项目经理应具有5年以上在关键岗位作项目经理的经验，过去3年中（2013年-2015年）至少包括1个10万吨/ 日或以上污水处理厂项目经理业绩并附相关证明材料。
（6）投标人及其关联企业（为存在控股关系的母子公司或同一母公司下属子公司）曾经若有被外资项目限制投标的不良记录，不得参与该项目投标。

1. The Xiangyang Urban Sewage Treatment Company has applied for funds from the Agence Fran?aise de Développement (the French Development Agency) towards the cost of Comprehensive Treatment of Water Pollution of Dongjin New District-Phase I. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for Procurement of Civil Works for Sewage Treatment Plant.
2. The Xiangyang Urban Sewage Treatment Company now invites sealed bids from eligible bidders for the Procurement of Civil Works for Sewage Treatment Plant (“Civil Works”).
3. Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of CITIC International Tendering Co., Ltd (“the Procurement Agent”) at 4/F, 17th Unit, Su Yuan, Beijing Friendship Hotel, Haidian District, Beijing, China.
4. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of RMB2000 or EURO 275.
5. The provisions of the Instructions to Bidders and of the General Conditions of Contract are consistent with the Agence Fran?aise de Développement Standard Bidding documents: Procurement of Civil Works.
6. Bids must be delivered to the above office on or before 10:00 am on November 30, 2016 and must be accompanied by bid security of 2% of bid price.
7. Bids will be opened in the presence of bidders’ representatives who choose to attend at 10:00 am on November 30, 2016 at the offices of meeting room of CITIC International Tendering Co., Ltd, at 2/F, 17th Unit, Su Yuan, Beijing Friendship Hotel, Haidian District, Beijing, China
8. Qualification criteria are as follows:
Be an independent legal person registered within People’s Republic of China with a registered capital not less than CNY500, 000,000.00. It must have Grade One Qualification for General Contraction of Municipal Public Facilities Works, Grade One and above Qualification for General Contraction of Electrical and Mechanical Installation Works, Grade one and above General Contraction of Building engineering construction; it must have valid Safety Production Permit;
Have a minimum annual construction turnover of 1 billion EURO for the last three years (2013——2015);
Have successfully completed 2 WWTP projects with a treatment capacity of 100,000.00 t/d or above in the last three years (2013——2015, that started and have been completed) as a main contractor. The bidder should be the main contractor of construction works and the works have passed the Quality Acceptance check. The copies of notification of award of contract, the contracts and Certificate of Quality Acceptance for Construction Works and the contact person and contact number of the Employer shall be provided;
Meanwhile have experience of civil works financed by foreign loan in the past three years (2013——2015) (including completed and/or ongoing construction project). The copies of notification of award of contract, the contracts and Certificate of Quality Acceptance for Construction Works and the contact person and contact number of the Employer shall be provided;
Qualification requirement for the project manager: Grade One Certified Constructor with valid Safety Assessment Certificate (B type) registered under the bidder (provide 1-year payment record of social security). The proposed project manager shall not hold the same position in other on-going project (provide reference issued by municipal authority in charge of construction works). The proposed project manager should have at least 5 years’ working experience as a project manager in key position, including working for WWTP project with a treatment capacity of 100,000t/d and above (provide documentary evidence) in the past three years (2013——2015).
The bid from a bidder or its affiliated company (affiliated company refers to a company controlling or controlled by the bidder, or a company sharing the same parent company with the bidder) shall be rejected should record show that it has been forbidden to participate in the bidding of projects utilizing foreign fund.
