本咨询服务（以下称“服务”）内容包括四个任务：（1）辽宁省污染场地土壤筛选值的方法学和关键技术研究；（2）辽宁省场地优先控制土壤污染物名录研究；（3）场地土壤筛选值推导模型的选择；（4）污染场地土壤筛选值案例研究与校验。预计咨询服务将于2017年2月开始，服务期限为13个月。本项咨询服务预计需要300个人日。
辽宁省环保厅“中国污染场地管理项目”项目办现邀请合格的咨询顾问公司（以下简称“咨询顾问”）表达他们提供相应咨询服务的兴趣。有兴趣的咨询顾问应当提供相应的材料，证明具备相应的资质和相关的经验能够胜任这项服务。
入选短名单的标准：具有独立法人资质。具备承担国家或省部级类似标准项目的经验。近5年至少承担5个以上场地调查评估项目，其中至少1个为POPs污染场地项目。承担过至少1项基于风险的土壤/地下水修复工程项目。
有兴趣的咨询顾问应当注意2011年1月（2014年7月修订）出版的《世界银行借款人选择和聘请咨询顾问指南》（以下称“咨询服务指南”）的1.9段中规定的，世行关于利益冲突政策的条款。咨询顾问可以联合其它顾问，以联合体或者分包咨询顾问的形式加强他们的资质。

Assignment Title: Development of the Local Standard on Soil Screening Levels for Environmental Risk Assessment of Contaminated Sites in Liaoning Province

The People’s Republic of China has received financing from Global Environmental Facility (GEF) toward the cost of the China Contaminated Site Management Project, and intends to apply part of the proceeds for consulting services. The Project aims to investigate and assess China potential POPs contaminated site, selec typical POPs pollution site to explore contamination site remediation funds financing mechanism, carry out site risk management and remediation demonstration, promote the development of policy regulations and standard system in terms of China pollution site prevention and remediation, and improve the capacity for managing site contamination.
The consulting services (“the Services”) include four tasks as (i) Collection and analysis of different key methods for drafting the local standard on soil screening level; (ii) Propose the priority list of contaminants in soil; (iii) Drafting the local standard on soil screening level in Liaoning Province; and (iv) Case implication and verification of the drafted local standard on soil screening level. The estimated work of the consulting service should be commenced from February 2017, and the consulting service will last for 13 months. It is estimated that the input for national consultants will be 300 person-days.
Department of Environmental Protection of Liaoning Province Project Management Unit (Liaoning PMU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are: the Consultants should be independent legal entities. The consultants should have relevant project experience of soil screen levels drafting for the central or local level government. In particular, in recent 5 years at least 5 projects regarding contaminated site investigation and assessment and at least 1 for POPs contaminated site are required. The consultants should have at least 1 project regarding the risk-based design of soil/groundwater remediation.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (January 2011, Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Consultant’s Qualifications Selection (CQS) method set out in the Consultant Guidelines.
