一、项目基本信息

二、咨询服务范围
本研究课题旨在通过综述国内外低碳城市建设的相关政策、规划和案例,总结现有与城市低碳发展相关评价体系的经验,面向中国低碳试点城市,构建一套多维度的低碳城市综合评价指标体系,对于试点城市低碳发展的行动和政策的实施效果进行量化分析,追踪和比较城市低碳发展的状态和程度。为完成子项目咨询服务的目标,咨询机构需要完成以下研究任务。
1.国内城市低碳建设的政策实践进展评估;
2.国内外低碳城市指标体系研究最新进展与经验借鉴;
3.中国低碳城市建设综合评价指标体系开发,低碳城市发展现状评价和政策建议。
本咨询服务预计为4个月,预计开始时间为2017年3月。
三、咨询机构资格
承担本咨询服务的机构应该具备如下条件,详细工作安排及要求请参考工作大纲。
1.具有独立法人资格;
2.具有在国内外应对气候变化和可持续低碳城市建设的政策、制度与经验提供咨询服务的经历,并能提供证明材料;
3.在气候变化研究和国际合作方面有足够的经验;
4.与其他有能力的低碳发展研究机构有良好的合作关系,具有良好的协调能力。

2017年1月23日工作大纲:低碳城市建设的政策实践进展与综合评估指标体系
一、项目背景
气候变化是世界各国共同面临的重大挑战,中国政府高度重视应对气候变化工作。2009年,中国提出到2020年实现碳强度比2005年下降40%-45%的目标,并积极开展一系列政策与行动确保目标实现。2014年11月,中国在《中美气候变化联合声明》中宣布于2030年左右二氧化碳排放达到峰值并将努力早日达峰,以提前实现达峰为导向的城市低碳转型将对中国可持续发展做出重大贡献。
国家发展改革委于2010年和2012年先后开展了两批低碳省区和低碳城市试点工作。低碳试点工作已开展5年多时间,各试点省和试点城市按照国家部署和试点实施方案要求,立足自身实际,坚持先行先试,形成了许多行之有效的经验和做法,取得了较为显著的成效。“十三五”期间,中国将进一步放宽城市低碳试点范围,城市试点规模将达到100个,激励更多城市提出更具雄心的减排目标。
作为全球最大的发展中国家,中国城市在推动低碳发展和生态文明建设进程中所探索的模式,不仅有效地实现了气候目标,也为广大发展中国家参与全球气候治理树立了一面旗帜,提升中国全球气候治理的软实力。因此,建立一套科学的低碳发展综合评价指标体系,对低碳试点工作进行总结评估并指导后续实践工作具有重要意义。
二、研究目的
在中国应对气候变化新目标进一步明确的背景下,重新审视低碳城市建设的综合评价指标体系意义重大。首先,中国的低碳城市建设必须置于全球应对气候变化和低碳发展的大语境内,与国际化的指标体系接轨,把握标准化的研究趋势;其次,低碳城市建设评价指标体系的构建需深入挖掘低碳城市的内涵和理想的“目标模式”,提出与国际低碳城市评价对接的普适性评价标准,并能够对我国不同类别的城市进行分类指导。第三,从实践应用的角度,低碳城市综合评价指标体系要服务于我国低碳城市试点工作,了解中国城市低碳发展的现状和努力程度,识别不同城市低碳发展的优势与不足,推动国内外城市交流合作。因此,本课题研究旨在通过综述国内外低碳城市建设的相关政策、规划和案例,总结现有与城市低碳发展相关评价体系的经验,面向中国低碳试点城市,构建一套多维度的低碳城市综合评价指标体系,对于试点城市低碳发展的行动和政策的实施效果进行量化分析,追踪和比较城市低碳发展的状态和程度。具体包括:
1. 分析第一二批试点城市低碳发展水平和试点工作实施效果;
2. 比较不同类别城市低碳发展水平的差异性和多元性;
3. 识别城市不同领域低碳发展状况与国内外最佳实践的差距;
4. 指导第三批低碳试点城市工作开展。
三、工作内容
综述国内外低碳城市建设的相关政策、规划和案例,总结评估中国低碳试点城市工作进展,识别中国城市低碳发展面临的主要障碍。在已有国内外相关研究的基础上,集成构建一套包括城市低碳发展总体情况、以及能源利用、产业发展、绿色建筑、低碳交通、土地利用、废弃物管理,生态环境和政策实践八个具体领域的中国低碳城市建设综合评价指标体系,突出其适用性和创新性,并根据城市特点/分类体现其差异化和灵活性,在其基础上对低碳试点城市进行评估和指导,把低碳化发展的目标“落地”,分享国际国内低碳城市建设经验。
项目承担机构与利益相关方召开项目启动会、中期或咨询研讨会等。
内容一:国内城市低碳建设的政策实践进展评估
通过收集文献、专家研讨、实地访谈、座谈等方式,综述国内外低碳城市建设的相关政策、规划和案例,针对国家发改委对于低碳城市试点工作方案的要求,按照从内涵—目标—进展—问题—建议的逻辑分析框架,重点对“十二五”以来国内两批低碳试点城市工作任务方面的政策实践绩效作总体评估,寻找共性,分析政策效果的差异性,找出不同类型城市分类的关系,总结先进城市的成功经验,识别亮点,探讨落后城市的实施障碍及面临的挑战,为第三批试点城市提供指导,并对深化低碳试点城市建设工作提出建议。
内容二:评估国内外低碳城市指标体系研究最新进展
通过文献调研、实地调研、专家研讨、访谈等方法,从理论基础、评价方法、实际应用、未来发展趋势等方面对国际国内国际上比较有影响力的与低碳城市相关的指标体系(如欧洲绿色城市指数、亚洲绿色城市指数、人类绿色发展指数、可持续城市发展指数等)作全面梳理并进行比较分析,重点提炼世界银行、国家气候战略中心和项目研究机构相关评估研究的结果,总结归纳低碳城市建设评价体系的共性与差异性,分析不同指标体系的先进性和局限性,结合现行低碳试点城市评估体系在实践应用中的反馈与不足,有选择性地对于国内外低碳城市指标体系构建和实施的最新进展进一步进行评估,为探索建立与国际接轨的中国低碳城市建设综合评价体系提供参照和借鉴。
内容三:中国低碳城市发展综合评价指标体系开发
参考借鉴国内外低碳城市指标体系研究成果,集成构建一套包括城市低碳发展总体情况、以及能源利用、产业发展、绿色建筑、低碳交通、土地利用、废弃物管理,生态环境和政策实践八个具体领域的中国低碳城市建设综合评价指标体系。该综合评估指标体系构建的关键是把低碳经济的理论与低碳城市建设的实践结合起来,体现评价指标体系的政策引领性、低碳内涵的相关性和实践可操作性,旨在对低碳试点城市低碳发展状况和努力程度进行综合的、成果导向型的量化评估。该评价体系既可以用于自上而下的评估考核也可以用于城市自评估,既可以纵向评估,也可以横向比较,服务于中国城市尽早实现碳排放达峰。指标选取以定量指标为主、定性指标为辅。在城市分类指导的基础上,设定每个评价指标的权重、标杆值和评价导则,充分核证政策的实施绩效,更看重实际的效果。
内容四:国内低碳城市建设发展状况评估
基于已构建的中国低碳城市综合评价指标体系和评价导则,选择样本城市,收集数据,全面评估分析样本城市在试点期间低碳发展水平的变化程度;基于城市分类,比较不同城市低碳发展水平的差异性和多元性,探讨城市低碳发展的一些规律性结论,服务于对第三批试点城市的分类指导;选取低碳发展水平处于前沿的国内城市(如深圳)与国际城市进行对标,识别中国城市在不同领域低碳发展状况的优势与差距,指出改进方向和建议。
内容五:低碳城市建设评价方法的意见征询与经验分享
在国内城市低碳建设的政策实践进展评估和国内外低碳城市指标体系研究最新进展评估的基础上,围绕新构建的低碳城市建设综合评估体系召集低碳城市试点单位、研究机构、低碳城市建设主管机构(国家应对气候变化领导小组成员单位)等召开意见征求会;针对专家和部门意见以及实际测试效果,修订完善评价体系;召开成果发布会,并对试点城市开展培训,同时分享国外城市在实现碳排放目标以及能源利用、产业发展、绿色建筑、低碳交通、土地利用、废弃物管理,生态环境和政策实践八个具体领域的政策经验和最佳实践案例,成果发布会将邀请来自试点城市的80名代表。
四、研究成果
1. 项目将提交1份研究报告(中英文)和1份执行报告(中英文)。研究报告包括以下核心内容:
(1)国内城市低碳建设的政策实践进展评估;
(2)国内外低碳城市指标体系研究最新进展与经验借鉴;
(3)中国低碳城市建设综合评价指标体系开发,低碳城市发展现状评价和政策建议;
2.组织举办成果发布会,试点城市80名代表参加。

六、资质要求
(一)咨询机构资质要求
具有独立法人资格;
具有在国内外应对气候变化和可持续低碳城市建设的政策、制度与经验提供咨询服务的经历,并能提供证明材料;
在气候变化研究和国际合作方面有足够的经验;
与其他有能力的低碳发展研究机构有良好的合作关系,具有良好的协调能力。

在气候变化、环境或能源领域有至少10年工作经验;
具有为政府制定清洁绿色低碳发展政策提供建议和技术支撑的经验,并能提供证明材料;
在相关领域有领导团队和项目管理的具体经验;
熟悉低碳城市建设的特点,可以与当地利益相关者联系与合作;
具有博士学位或者高级职称。
(三)高级专家——两位
在气候变化、环境或能源领域有至少10年工作经验;
具有为政府制定气候变化政策的经验,并能提供证明材料;
熟悉低碳城市建设的特点,可以与当地利益相关者联系与合作;

(四)技术专家——二至四位
在气候变化、环境或能源领域有至少5年工作经验;

Working Outline:
Progress of Policy Practice and Comprehensive Assessment Index System of Low-carbon City Construction
1. Program Background
Climate Change is one of the most significant challenges facing by all of the countries around the world, and Chinese government attaches great importance to the issue of climate change. In 2009, China proposed to cut carbon intensity by 40% - 45% from 2005 level by 2020, and will actively carry out a series of policies and actions to ensure the achievement of this goal. In November 2014, China announced in "U.S.-China Joint Statement on Climate Change" to peak CO2 emissions around 2030, with the intention to try to peak early, thus low-carbon city transition aim at early peaking will make a significant contribution to China’s sustainable development.
National Development and Reform Commission (NDRC) launched two batches of low-carbon province, region, and city pilots in 2010 and 2012 respectively. Low-carbon pilot has been introduced for over 5 years, and the pilot provinces and cities are the first-mover to implement this policy according to their actual situation. These pilots have collected many experiences and effective practices, and accomplished remarkable outcomes. During “the 13th Five-Year” period, China will further expand the coverage of low-carbon pilot to 100 cities, in order to encourage more cities to propose more ambitious emission reduction targets.
As the largest developing country, China has explored a development pattern during the promotion of low carbon development and realization of eco-civilization. This pattern not only help effectively achieve climate goals, but also set an example for many other developing countries who wants to participate in global climate governance. Therefore, China’s soft power of global climate governance has been improved. As a result, to build a scientific comprehensive assessment index system for low-carbon development is of great significance to the evaluation of low-carbon pilot and follow-up practices.
2. Research Purpose
China has further clarified its new targets to tackle climate change issue, thus re-examine the comprehensive assessment index system of low-carbon city construction is of great importance. First of all, China’s low-carbon city establishment shall be considered in the context of global climate change and low carbon development, linked with international index system, and seized the research trend of standardization. Secondly, establishment of low-carbon city assessment index system requires in-depth exploration of the core of low-carbon city, an ideal target-oriented goal, and universal assessment standards that can be linked with international low-carbon city evaluation, in order to provide guidance by city category to difference type of cities in China. Thirdly, from the perspective of practice, low-carbon city comprehensive assessment index system shall serve the need of pilot tasks of China low-carbon cities, understand the current situation and efforts has been put to low-carbon city development, identify the advantages and disadvantages of low-carbon development in difference cities, and promote international communication and collaboration.
Therefore, the objectives of this research project is to review international and domestic low-carbon city construction policies, plans and cased, summarize experiences related low-carbon city development evaluation system, develop a multi-dimensional comprehensive low-carbon city assessment index system toward low-carbon pilot cities in China, in order to quantify and track the actions and policy implementation results in low-carbon pilot city, and compare the status and progress of low-carbon development in these cities. Specifically including:
1) Analysis the low-carbon development level and implementation effects of first two batches of low carbon pilot cities;
2) Compare the variety and diversity of low-carbon development in different type of cites;
3) Identify the gaps of low-carbon development between pilot cities and best practice domestically and globally in different areas;
4) Provide guidance to the third batch of low-carbon city pilots.
3. Project Scope
Reviewing policy, plan and cases of domestic and international low-carbon city, summarizing and evaluating China low-carbon pilot cities’ development progress, and identify the major obstacles of low-carbon city development in China. Based on existing domestic and international research, create a comprehensive assessment index system which includes evaluation in 8 detailed areas: overall low-carbon development situation, energy utilization, industry development, green building, low-carbon transportation, land utilization, waste management, biological environment and policy practice. This index system shall have applicability and creativity, and flexibility which reflect the different cities’ characteristics, in order to perform evaluation and provide guidance to low carbon pilot cities, realize low carbon development, and share domestic and international experience of low-carbon city construction.
As part of the process to carry out this work we expect the firm to carry out a kick-off meeting with relevant stakeholders and a mid-term/consultation meetings.
Scope 1: evaluation of policy practice progress of low-carbon development in China
Overview policy, plan and cases of domestic and international low-carbon city construction, through various methods including investigating literature, expert discussion, filed interview, and panel discussion. According to NDRC’s requirement in low-carbon pilot city working plan, the research shall follow the analytical framework of connotation-progress-problems-suggestion, focusing on overall policy practice performance assessment of the two batches of low-carbon pilot city tasks since the “12th Five-Year Plan” period, discovering the similarity, and analyze the difference of policy effect, in order to find out the relationship between cities in different categories. The project also needs to summarize the successful experiences and identify highlights of advanced cities, discuss the implementation barriers and challenges less-advanced cities faced, and provide guidance to the third batch of the pilot cities and suggestions to promote the over low-carbon pilot city program in the future.
Scope 2: evaluating the latest progress of domestic and international low-carbon city index system
By literature investigation, field visit, expert discussion, interview and other methods, the research shall summarize and compare influential domestic and international index system related to low-carbon city (e.g. European Green City Index, Asian European Green City Index, Human Green Development Index, Sustainable Urban Development Index, etc.), from the following perspectives: theoretical basis, assessment methodology, practical application, future development trend. The research shall emphasize and review the evaluation research outcomes conducted by World Bank, National Center for Climate Change Strategy and International Cooperation (NCSC) and project research institutes, to summarize the similarity and differences of low-carbon city development assessment system, and analyze the pros and cons of difference index system. Combining with the feedbacks and limitations collected from the application of existing low-carbon pilot city evaluation system, the project shall selectively conduct further evaluation of the latest progress of the construction and implementation of domestic and international low-carbon city index system, and provide reference for the linkage between China and international comprehensive assessment system of low-carbon city construction.
Scope 3: Development of comprehensive assessment index system for China Low-carbon city establishment
By drawing lessons from research outcomes of low-carbon city index system domestically and internationally, integrated a set of comprehensive assessment index system for China low-carbon city establishment from the following 8 areas: overall low-carbon city development, energy utilization, industry development, green buildings, low-carbon transportation, land utilization, waste management, ecological environment, and policy practice. The key of building such a comprehensive assessment index system is to combine low carbon economic theory and practice of low carbon city development, which reflects the policy guidance of this index system, relevance of low-carbon connotation and operability. The goal is to conduct Outcome-oriented, comprehensive and quantitative evaluation to low-carbon cities’ development status and efforts of low-carbon pilot cities. This assessment system can be used as top-down evaluation examine, self-evaluation of a city, vertical comparison, as well as help carbon emission early peaking of Chinese cities. Quantitative index shall be the focus, and supplemented by qualitative index. Weight, benchmark and evaluation guideline of each indicator shall be set based on city classification guidance, with sufficient verification of policy implementation performance, which focus on practical effects.
Scope 4: evaluation of China domestic low-carbon city development
The project shall selec sample cities, collect data and analysis the change low-carbon development level at sample city during pilot phase, based on the existing China low-carbon city comprehensive assessment index system and evaluation guidelines. According to city classification, the project shall compare the variety and diversity of low carbon development in different cities, and discuss and explore regular conclusions of city level low carbon development, in order to serve the classification of the third batch pilot cities. The research shall selec cities (e.g. Shenzhen) in China which have advanced low carbon development level, by comparing with oversea cities, to identify the advantages and limitation of Chinese city’s low carbon development status in difference area, thus provide modification direction and suggestions.
Scope 5: Consultation and Experience Sharing of Low-carbon city construction evaluation methodology
Based on policy progress evaluation of domestic low-carbon city construction and the evaluation of latest progress researches on low-carbon city index system domestically and internationally, consultation events shall be organized to discuss new-build low-carbon city establishment comprehensive assessment system, and pilot entities, research institutes, competent authority of low carbon city (Member entities of the National Leading Committee on Climate Change) shall be invited. evaluation system shall be revised according to the comments provided by expert and government agencies, as well as the actual performance. The final report dissemination workshop shall be planned, and training targeting pilot cities shall be organized to share oversea cities’ policy experiences and best practice case study in the following 8 fields: realization of carbon emission goal, energy utilization, industry development, green building, low carbon transportation, land utilization, waste management, ecological environment and policy practice. It is expected the final report dissemination workshop will host 80 representatives from the pilot cities
4. Research Deliverables
1) The project need to submit one research report (in Chinese and English), and one executive report (in Chinese and English). Research report shall include following key content:
a. Policy practice progress evaluation of Chinese city low carbon development;
b. The latest progress and lessons learned from domestic and international research on low-carbon city index system;
c. Development of comprehensive assessment index system for China low-carbon city establishment, low-carbon city development status evaluation, and policy recommendations.
2) final report dissemination workshop will host 80 representatives from the pilot cities

6. Qualification
1) Qualification of consulting institute
? Have independent legal person qualification;
? Demonstrated experience in providing advisory services in policies, regulation and experience of climate change and sustainable low-carbon city development in China and/or internationally;
? Experienced in climate change research and international cooperation
? Have friendly cooperative relationship with other capable low-carbon development institutions, and have coordination ability.
2) Project Team Leader
? A minimum of 10 years’ experience in climate change, environment or energy field;
? Demonstrated experienced in providing suggestion technical support to the government in policy making of clean, green, and low-carbon development;
? Have specific experience in leading team and project management in related field;
? Familiar with characteristics of low-carbon city construction; with ability to contact and cooperate with local stakeholders;
? Minimum doctoral degree or senior professional title.
3) Senior experts – two personnel
? A minimum of 10 years’ experience in climate change, environment or energy field;
? Demonstrated experience in advising policy making on climate change to the government;
? Familiar with characteristics of low-carbon city construction; with ability to contact and cooperate with local stakeholders;
? Minimum doctoral degree or senior professional title.
4) Technical experts – two to four personnel
? A minimum of 5 years’ experience in climate change, environment or energy field;
? Demonstrated knowledge in low-carbon development;
? Familiar with the characteristics of low-carbon city construction, and experienced in advising policy making on low carbon development to the government;
? Minimum master’s degree or intermediate professional title.
