3.投标人资格要求
3.1 投标人须具有独立法人资格的生产厂家或代理商，具有有效的营业执照、组织机构代码证、税务登记证或三证合一营业执照、一般纳税人证明文件、开户许可证,营业执照经营范围需包含所投标内容；
3.2 投标人若为代理商时，须提供主要产品（设备）生产厂家或总代理的合法授权原件及售后服务承诺书原件（如果是全国性总代理商出具授权书时，应同时出具产品（设备）原厂向该代理商签发的授权代理资质文件）；
3.3 投标人所投产品的制造商应通过质量管理体系认证（进口产品制造商提供等同的认证证明文件）；所投产品的售后服务体系要完善，有满足技术规格书要求的售后服务机构；
3.4 投标人须提供2014年1月1日至今同类业绩至少1项；
3.5 投标人须提供企业法定代表人授权委托书和被授权人的有效身份证件(法人参与投标时须提供身份证明)；
3.6 厂家和代理商不得同时参加投标，总代理商和代理商不得同时参加投标；
3.7 本次招标不接受联合体投标。
4.招标文件的获取
4.1凡有意参加投标者，请于2017年3月3日至2017年3月9日，每日上午9:00至12:00，下午2:00至4:30（北京时间，下同），在陕西省西安市和平路108号佳腾大厦七层二部购买招标文件。招标文件售价600元人民币，售后不退。
4.2购买招标文件时需携带投标人资格要求中3.1条、3.4条、3.5条要求的资质证件复印件一套及法定代表人授权书和授权代表身份证(法人亲自购买需提供本人身份证)留存。
5.投标文件的递交
5.1 投标截止时间（开标时间）：2017年3月23日上午9:30 时（北京时间）。
5.2 投标文件送达地点：陕西省招标有限责任公司七层会议室。（地址：陕西省西安市和平路108号佳腾大厦7层）。
5.3 开标地点：同投标文件送达地点。
