二、投标人的资格要求：

1、 具备《中华人民共和国招标投标法》规定的条件；2、 独立法人资格，税务登记证、组织机构代码证或三证合一的营业执照（具有统一社会信用代码）；3. 投标人在中华人民共和国境内合法注册，具有独立法人资格并具有独立订立合同的生产企业或经销商，并在人员、设备、财务能力状况及资金等方面具备相应的服务能力；4．企业没有因骗取中标或者严重违约以及发生重大安全生产事故等问题，被有关部门暂停投标资格并在暂停期内的，且企业无违纪行为和不良记录的；5、合格投标人还需满足的其它资格条件。
