3. 招标内容：
红沿河二期项目5-6号机组LOT134I所需的两台废气压缩机、两台压缩气体冷却器和其它必须配置的辅助设备，以及相关配套设备、专用工具、备品备件、消耗品和文件等。
Two sets of Gaseous Waste Compressors and two sets of Compressed Gas Coolers for Hongyanhe Phase II 5&6 units,
including the auxiliary equipment that must be configured, and other related equipment, special tools, spare parts,
consumables and files etc.

4. 投标人资格条件

1） 投标人应是财务上独立的实体；
2） 投标人注册资本：人民币2000万元及以上(或等值货币)。
3） 银行资信记录良好，财务状况良好，有足够的流动资金承担本次招标货物的供货；
4） 投标人不得处于被责令停业、财产被接管或冻结的情形；
5） 近两年以来在招投标活动中有串通投标不良行为记录或涉嫌串通投标正在接受主管部门调查的投标申请人将不被接受；
6） 投标人应具有履行合同所必需的专业技术和售后服务能力；
7） 投标人需通过ISO系列质量管理体系认证，处于有效期内；并具有完善的质量管理体系，产品或服务范围须覆盖本次拟采购范围；
8） 国内投标人需具有国家核安全局颁发的民用核安全机械设备设计、制造许可证，且许可证范围覆盖本次采购设备；国外投标人需按照HAF604完成注册登记，且注册登记范围覆盖本次采购设备；
9） 投标人需具有本次采购设备的供货业绩，或已完成相应设备的样机鉴定；
10）不接受代理商或联合体投标。

1） The bidder shall be financially independent entity.
2） The registered capital of the bidder shall be RMB 20 million yuan (or equivalent) and above.
3） The bidder shall have good bank credibility and financial situation. The bidder must have adequate circulating fund to ensure the supply of the goods.
4） The bidder shall not be ordered to suspend business, taken over or frozen property.
5） The bidder should not have the bad records of bid rigging in latest two years. The bidder, being surveyed for suspicion of bid rigging, is forbidden to attend this bid.
6） The bidder shall have the necessary technical expertise and after-sale service ability to perform the contract.
7） The bidder shall pass the attestation of ISO Quality Management System and the certification shall be in the valid period.
8） The Chinese bidder shall have obtained the HAF 601 Certificate, The certificate shall be valid and cover the scope of this procurement; the foreign bidder shall have obtained the HAF 604 Certificate, The certificate shall be valid and cover the scope of this procurement.
9） The bidder shall have the outstanding achievement of this procurement equipment, or shall have completed the prototype qualification of the related equipment.
10）Do not accept the agent or combo to bid.


5. 投标报名
请投标人于公告期内在中广核工程有限公司招标与采购网(http://bidding.cnpec.com.cn)上完成网上报名工作（需先免费注册为会员)；网上报名时需填写联系人信息及上传以下资料：
1） 境内单位需提交经年审合格的《企业法人营业执照》及《组织机构代码证》及税务登记证复印件；国外投标人需提交相应的营业执照、资质证书复印件；
2） 法定代表人资格证明及法定代表人授权委托书；
3） 被授权人身份证（护照）复印件；
4） 提供有效的ISO质量管理体系认证证书的复印件；
5） 中华人民共和国民用核安全设备设计、制造许可证（或HAF604证书）复印件。
6） 根据“资格条件”第9条提交业绩证明文件，内容包括但不限于“合同名称”、“购买方联系人”、“合同金额”、“合同供货范围简述”；或根据“资格条件”第9条提交本次采购设备的样机鉴定文件。
上述报名资料请提交加盖公司公章的复印扫描件，网上报名时作为附件上传。投标人应严格按照上述要求提交报名资料，报名资料不符合者（资料缺失、不满足资质要求）的报名将不予通过，招标人不再另行通知。
在招标人认为必要时将要求投标人送审报名资料的原件。
备注：如果投标人的《营业执照》信息与会员注册时发生变化，请及时更新会员注册信息，并在报名期限内送审《营业执照》原件，否则报名不予通过。

1） Domestic bidders shall submit copies of its business license and tax registration certificate. Foreign bidders shall submit copies of business license and corresponding qualification certificates.
2） Identification certificate of Legal representative and the power of attorney of legal representative.
3） ID of authorized person.
4） The copy of ISO quality system certificate.
5） The HAF 601 or HAF 604 Certificate issued by NNSA.
6） Outstanding achievement of this procurement equipment or prototype qualification documents of the related equipment.
Above-mentioned files shall be with official seal. If necessary, the bidding Party will require the bidder to submit original of the above documents for reviewing.上述报名资料请提交加盖公司公章的复印扫描件，网上报名时作为附件上传。投标人应严格按照上述要求提交报名资料，报名资料不符合者（资料缺失、不满足资质要求）的报名将不予通过，招标人不再另行通知。

6. 资格审查方式
本项目采取资格后审方式完成对投标人的资格审查。

“中广核电子商务平台”计划于6月底取代“中广核工程有限公司招标与采购网”，为保障投标人顺利办理本项目投标后续业务（包括报名资格确认、资格审查、标书款和投标保证金的收取与退还等），请投标人在“中广核工程有限公司招标与采购网”进行投标报名时，务必同时在“中广核电子商务平台”（网址：https://ecp.cgnpc.com.cn）完成会员注册（相关注意事项请查招标与采购网首页《关于注册会员的重要通知》，网址：http://bidding.cnpec.com.cn/member/bidcommoninfo!view.actionid=365&dataTypeId=124），未完成注册的可能影响后续投标。“中广核电子商务平台”全面投用后，本网站立即停用，中国广核集团招标业务将依托新平台开展；
