投标人应具备的资格或业绩：1） 投标人应为符合《中华人民共和国招标投标法》规定的独立法人，注册资本不低于1000万元人民币或等值外币（以招标公告发布日中国银行公布的相应货币对人民币的中行折算价计算）；2） 投标人应为投标货物的制造商或集成商；3） 投标人2011年至今应完成并投运类似丙烯酸工艺催化焚烧系统业绩不少于三项，且运行稳定、无重大工程质量问题；4） 投标人应通过ISO 9001质量管理体系认证，且在有效期内；5） 投标人没有处于被责令停业，投标资格被取消，财产被接管、冻结，破产状态；6） 投标人2011年至今在经营活动中没有重大违法记录，无利用不正当竞争手段骗取中标，无重大经济刑事案件；7） 投标人2011年至今无侵犯他人专利权、商标权或其它知识产权而被起诉的事件；8） 投标人须在投标截止期之前在国家商务部指定的为机电产品国际招标投标活动提供公共服务和行政监督的网上平台（以下简称招标网，网址为：http://www.chinaidding.com）上完成有效注册；9） 本项目不接受联合体投标。

3.Qualification Requirements For Bidder
Qualifications or Performance：(1) Bidder shall be the independent legal entity according to Tendering and Bidding Law of the PRC, registered capital no less than 10 million RMB or equivalent other currency (exchange rate according to BOE Conversion Rate); (2) Bidder shall be the manufactory or integrator of the provided goods; (3) Bidder shall finish and operate at least 3 catalytic incineration systems in similar acrylic acid projects, which in stable operation and without big quality problems from 2011; (4) Bidder shall pass ISO 9001 quality management system certification and remain valid; (5) Bidder shall not be ordered to close, be cancelled the bidding qualification, be taken over or frozen the assets or go bankrupt; (6) Bidder shall not have major illegal records, illicit competition to cheat to win the bid, or big criminal cases in business from 2011; (7) Bidder shall not be accused of infringing upon others’ rights of patent, trade mark or other intellectual property right from 2011; (8) Bidder shall successfully complete registration on http://www.chinabidding.com (hereinafter abb. as “the Website”) prior to the deadline for submission of bids; (9) Joint bidder is not accepted in this project.
