1、 中华人民共和国已从亚洲开发银行（ADB）获得一笔贷款，用于支付 河北省亚洲开发银行贷款小城镇发展示范项目 的费用，并计划将一部分贷款用于 赵县生活垃圾处理工程-2个货物供货和安装（HB-ZXLJM1和HB-ZXLJM2） 合同项下的合理支付。
2、 中仪国际招标公司（采购代理）受赵县城建投资有限公司（买方）的委托，邀请合格的投标人对上述货物和相关服务提交密封投标。本次招标采购的内容主要有：

投标人可以就上述2个合同中的任一个合同进行投标，也可以对2个合同都 进行投标。所有货物的交货期为90日历日。其他资格要求详见各合同段《招标文件》。
3、 本次招标将采用亚行单阶段、单信封的采购程序进行，采用国际竞争性招标。所有合格的亚行成员国均可参加投标。
4、 有兴趣的合格的投标人可自2015年2月26日至2015年4月9日（节假日除外）9：00-16：00（北京时间）从中仪国际招标公司（地址如下）查阅招标文件以获得更详细的资料。
5、 有兴趣的合格投标人可向中仪国际招标公司提出书面申请，自2015年2月26日（节假日除外）9：00-16：00（北京时间）在中仪国际招标公司办公室购买招标文件。每合同每套英文招标文件售价1500元人民币或200美元，文件售后款项不予退还。如需邮寄，国内邮寄需另交邮费人民币100元，国外邮寄另交20美元。招标公司在收到汇款后以特快专递邮寄，但对由于任何原因造成的文件迟到或丢失，招标公司不负任何责任。
6、 所有投标书应于2015年4月9日9：00（北京时间）之前送交到中仪国际招标公司 1007会议室 （地址见下方），我们会在会议室安排专人接收标书。每个合同包须附有一份在招标文件第二章投标资料表中要求的投标保证金。兹定于2015年4月9日9：00（北京时间）在下方地址公开开标。届时请参加投标的代表出席开标仪式。

1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the “ADB Business Opportunities” on 28 September 2009.
2. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Hebei Small Cities and Towns Development Demonstration Sector Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Supply and Installation of Two (2) Contracts Goods ICB Package (Contract No.: HB-Z X LJM 1 & HB-Z X LJM 2 ) for Zh ao County Solid Waste Treatment Subproject (Hereinafter referred to as “the Goods and related services”).
3. Instrimpex International Tendering Company (the Procurement agent, CNIITC), authorized and on behalf of Zhao County City Construction Investment Co., Ltd. (the Purchaser) , now invites sealed bids from eligible bidders for the supply of the goods and related services. The main equipment are:

4. International Competitive Bidding will be conducted in accordance with ADB’s single-stage: one-envelope procedure and is open to all bidders from eligible source countries.
5. Interested eligible bidders may obtain further information from CNIITC, and inspect the Bidding document at the address given below during working time: 9:00-16:00 (Beijing time).
6. The Bidding document, in the English language, may be purchased from CNIITC by interested eligible bidders on submission of a written application to CNIITC at the address below and upon payment of a nonrefundable fee of CNY 15 00.00 or USD 2 0 0.00 by cash or bank transfer to the account for each contract

8. CNIITC and the Purchaser will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
9. Zh ao County Solid Waste Treatment Subproject belongs to the Hebei Small Cities and Towns Development Demonstration Sector Project. Debt Management Center of Hebei Provincial Department of Finance is responsible for monitoring the bidding process.
